A panel of experts on the Arctic created under the chairmanship of the Federation Council will develop legislative proposals concerning the development of the Arctic region. The first meeting of Council was held on Friday. The Speaker of the Upper-House, Sergei Mironov, said that Russia was lagging behind in the formation of legislation on the Russian Arctic. Mr. Mironov said; "To date there is no law that would provide the legal basis for the development of this strategically important region of Russia."

The speaker of the Russian Federation Council Sergei Mironov thinks that “Gazprom” has taken a too strict position as regards Belarus. According to RIA “Novosti”, Mironov said that it was unduly when an economic unit had too much influence on political issues.
