Main Building of the Council of Federation

The building was constructed in 1983. Until 1990 the Gosstroi (State Building Agency) of the USSR was situated there, in 1990-1991 – Apparatus of the Council of Ministers of the USSR, in 1992-1994 – the House of the Russian Press. And in 1994 the Federation Council (the Upper House of the Russian Parliament) settled there while the State Duma (the Lower House) occupied the building on Mokhovaya st., right opposite the Moscow Kremlin. This happened after the adoption of the RF Constitution in which the structure of the Federal Assembly – the Russian Parliament - was defined.

The Council of Federation is a very busy place. 350 aides assist the CF members in their work and 900 employees of the Apparatus provide analytical, legal, financial, technical and administrative support for the Federation Council.
