Sergey M. Mironov was born on February 14, 1953 in the town of Pushkin, not far from Leningrad (now St. Petersburg).
1980 Sergey Mironov graduated from Leningrad Mining Institute named after G.V.PLEKHANOV, 1992 - from St. Petersburg State Technical University, 1997 - with honors from Academy of the State Service at the President of the Russian Federation, 1998 - with honors St. Petersburg State University. He has high technical, economic, and legal education, also in the sphere of state and municipal government. He has submitted his thesis for the degree of Candidate of Juridical Sciences.
Head of the parliamentary group of Just Russia
Sergei Mironov has officially become the head of the parliamentary group of Just Russia in the State Duma of the Federal Assembly of the Russian Federation on June 14, 2011. Ever since his first day in the State Duma, Sergei Mironov has been engaged in active legislative work.
Sergei Mironov possesses a unique experience: many years of legislative work, first as the first vice chairman of St. Petersburg Legislative Assembly (1994-2001), and then as Chairman of the upper chamber of Russian parliament (2001-2011).
During the spring State Duma session the parliamentary group of Just Russia, being the smallest of all Duma parliamentary groups with only 37 deputies, has introduced 123 draft bills. The difference is obvious, as the largest parliamentary group, United Russia group consisting of 315 deputies, has introduced only 139 draft bills during the same period.
Work in the Federation Council
On December 5, 2001 Sergei Mironov was elected by the majority vote (150 votes of 156 total) to take the post of Chairman of the Federation Council, replacing his predecessor Egor Stroev. “Egor Stroev is a man who created the whole parliamentary process in Russia during the last decade. But I don’t have any feeling that I’m a star, it is, in fact, quite the opposite. I feel satisfied that all the years I have studied and worked so hard are not wasted. And I am grateful to my colleagues in the Federation Council for their support”, - Sergei Mironov said shortly after the election.
