Working Visit to Vladikavkaz is Completed

August 20. The Chairman of the Council of Federation Sergei Mironov has visited Vladikavkaz within his working trip.

The president of the Republic of North Ossetia and Alania Taimuraz Mamsurov and the Chairman of the republican parliament Larisa Khabutsova were waiting for Sergei Mironov at the airport.

On arrival Sergei Mironov said that the delegation had delivered on board of the IL-76 flight carrier the 37-tons humanitarian relief cargo for the citizens of South Ossetia. Part of the delivered cargo would be sent to Tshinvali. Medicals, food, bedclothes, furniture, construction materials would be delivered by trucks to the localities of North Ossetia for the south-ossetian refugees and injured civilians.

Sergei Mironov also said that within the Council of Federation the Coordination Council for Humanitarian Disaster Relief to Sacrifices in South Ossetia was formed. Members of the Council had come to Vladikavkaz on the delegation.

The Chairman of the Council of Federation also infirmed that at the Ramenskoye airport there was already prepared for delivery more than 250 tons cargo.

On the weekend the Parliament Commission headed by the deputy chairman of the Council of Federation Alexander Troshin had come back to Moscow from Vladikavkaz, said Sergei Mironov. The commission also includes deputies from the State Duma and concerns the investigation of crimes committed in South Ossetia.

Answering the question on the first results of the Coordination Council’s work Sergei Mironov said that the amount of the cargos from all Russian regions spoke for itself.

The Chairman of the Council of Federation visited the memorial cemetery in Beslan. Together with the government of North Ossetia he hold the meeting with officers of migration service, Emergency Situations Ministry, military prosecutor, sanitary and epidemiological inspection on the questions of situation in South Ossetia. The meeting took place at the headquarters of the 58 Army that had been the base for the Russian peacemaking troops in South Ossetia for 10 years.

Members of the meeting noted that the situation was still difficult, but controlled. The treat of contagion and epidemics was escaped. Speaking for the press on the role of the Russian peacemakers Sergei Mironov said that Russian soldier was the best peacemaker. “While the whole world didn’t say a word about the aggression, while they were wiping out Tshinvali, Russian peacemakers honestly and manly fulfilled their international duty”, the Chairman of the Council of Federation stressed.

At the press briefing Sergei Mironov said that the problem of the future status of Abkhazia and South Ossetia could be solved in the nearest future.

According to the Chairman of the Council of Federation, the solution depends on the request of these peoples as well as on the will of Russian political leaders. “We have heard for many times the official statements of these peoples, we know all the results of several plebiscites in South Ossetia”, he reminded. “There is the will of the Russian political leaders”.

The Chairman of the Council of Federation spoke against brining international peacemaking troops into the zone of Georgian-Ossetian conflict. “The main peacemakers at Caucasus are the peoples of Caucasus under the Russian guarantees, he stressed. "That is the right way. Russian soldier will be the main peacemaker for no one can try to solve the problem of territorial integrity at the cost of the whole nation existence”. In his opinion, the UNO institutes have no moral right to be peacemakers in this region.

“The Security Council of UNO didn’t see the military actions in the region during 24 hours… Do these forces still have the right to be called peacemakers”, Sergei Mironov noted. In his opinion the same concerns the European nations, especially NATO members. “Those who delivered arms, who couched the Georgian special forces to kill women, old people and children and kept crying loud about the so-called aggression of Russia have no moral right to be peacemakers”, Sergei Mironov said.

The Chairman of the Council of Federation visited the clinical emergency ambulance hospital in Vladikavkaz. Later the delegation visited the ALAGIR refugees’ camp that was opened after the tragedy in Beslan on the territory of a convent.

"I want to say thanks to the Russian Church that houses and supports the refugees. I have heard mothers and children saying ‘It feels like in heaven here”, Sergei Mironov told the press after he spoke to the refugees and gave presents to the children.

The Chairman of the Council of Federation took part in the special meeting of parliament of the Republic of North Ossetia-Alania attended by the president of the republic Taimuraz Mamsurov, the Cairman of the republican parliament Larisa Khabutsova, the president of South Ossetia Eduard Kokoity.

After the meeting Sergei Mironov said that Russia would respond to the request of the parliament of the Republic of North Ossetia to recognize the independence of South Ossetia. “It is impossible to ignore such an address”, he said.

Sergei Mironov also stated that he regarded the president of Georgia Mikhail Saakashvili as a war criminal who committed genocide against a whole nation. “He is to be on the dock. It will happen sooner or later, Georgian people themselves will esteem this failed politician”, the Chairman of the Council of Federation is convinced.

The time of the special meeting of the Council of Federation for discussing the situation in South Ossetia hasn’t been arranged yet. “All the talks that the meeting is to be held on 25th or 26th of August is not more than just talks", Sergei Mironov commented. He said that the concrete date of the meeting should be discussed only after the decision was made officially.
