Sergei Mironov: "Russian Federation takes legitimate measures to enforce peace upon Georgia”

August 12. The Chairman of the Council of Federation Sergei Mironov held on August 11 an emergency session of the Chamber Council of the Council of Federation devoted to the situation in South Ossetia. Sergei Mironov told the press about the decisions of the sessions and read the draft of the Chamber Council Address to Parliaments and Peoples of the World.

“The governing regime in Georgia with the active external assistance has launched military aggression against peoples of South Ossetia unprecedented in its inhumanity and cruelty, - the Address draft states. – This action of genocide caused and is still causing thousands deaths of civilians: children, women, old people. Many of the numerous sacrifices are Russian civilians. A full-scale humanitarian disaster accomplished by violation of human rights and freedoms is obvious. The destroyed towns, dozens of thousand of refugees are the evidence.

The grievous crime – the execution of Russian peacemakers - is committed. The Georgian authorities have broken the international law in the most barbaric way, including the United Nations Charter, the International Bill of Human Rights, current international agreements. The fact that the aggression was launched on the opening day of XXIX Olympic Games shows the special cynicism of Georgian government.

Russian Federation takes legitimate measures to enforce Georgia to peace and signing the agreement not to use military force in the settlement of the conflict. Russia also provides humanitarian relief to South Ossetia.

It is obvious that the grievous crime against humanity committed demands objective appraisal of the World Community and unquestioned punishing of perpetrators.

The Chamber Council of the Council of Federation of the Federal Assembly of the Russian Federation appeal to the Parliaments and Peoples of the World:

- to condemn the act of Georgian aggression against South Ossetia and genocide of civilians in South Ossetia;

- to demand from official Tbilisi cease the aggression, withdraw military troops from the conflict zone and sign the Non-Use of Force or Threat of Force Agreement

- to support the idea of settling the international court for Georgian aggression against South Ossetia;

- to alienate political and information support of the Georgian government in its aggression in South Ossetia;

- to undertake actions international organizations aimed at humanitarian disaster recovery in South Ossetia”.

Sergei Mironov told about the decision of the Chamber Council to address the heads of mass media and journalists, first of all those of the foreign press. “We consider that the present media war against Russia is inadmissible. It connives the aggressive ambitions of Georgian leaders”, - he said.

The Chairman of the Council of Federation announced the decision to send delegation of the Council of Federation to North Ossetia where refugees arrive. The delegation is to examine the situation and coordinate the questions of humanitarian relief to citizens of South Ossetia. The Decree of the Chairman of the Council of Federation forms special office in the upper chamber to coordinate the work of the members of the Council of Federation on humanitarian relief to South Ossetia people, said Sergei Mironov.

Sergei Mironov encharge relevant committees and commissions of the chamber to prepare the basis for forming the special parliament commission for investigation of genocide acts against citizens of South Ossetia.
